The current version of GTA IV forced Social Club implementation, broke mods, and removed over 50 licensed songs from radio stations. That's it. That's the only reason Rockstar pushed a few patches out in the last few years.

Complete Edition is utter garbage with broken radio stations (I did use the downgrader, still can't choose pure EFLC Vladivostok or regular Russian one, it's a mix) and not to mention the performance is awful compared to v1.0.4.0 because of the horrible new shadows implementation from 1.0.7.0 and beyond.
I remember that I created Inbound and Outbound Rules in the Windows Firewall to block all of GTA IV's communication back in 2018. I created those rules because of some issues with GTA IV on my system. For example, I had a 1-minute black screen every time I started the game.

On the LCPDFR website someone recently released a downgrader program which automatically downgrades the game to the version of your choosing. When you enter the game, does it automaticly enters the GTA 4 or open the main menu? If you are automaticly transfered into the game, check the plug-in folder (if u use FusionFix) cause in there there is configuration file that you can edit. The newest patch should always be supported in some capacity, especially when there is no reliable way to downgrade as of now while still having access to the complete edition. Assuming Rockstar actually does follow through in adding back the EFLC exclusive radio stations, it will be the ONLY truly complete version. These are mostly on CD/DVD copies of GFWL games which kept it alive for the most part. GFWL, the menu system is just an emulation of sorts to connect to the Xbox 360 achievement triggering system

The closest I have come is when using the GTA IV downgrader application on GTA IV The Complete Edition and selecting their suite of additional patches/utilities, you can get a working 1.0.7.0 with Zolikas Trainer. I think this is because that trainer has its own .lib file but I am not sure. Without downgrade it wouldnt work since like 2-4 maybe more years ago. Maybe timecycle mods still work????? "Compatibility for 1.0.4.0 - Patch 5" File dated 2/17/2010 Its labeled 1.2 because its 1.2 version of the mod not for 1.2 version of the game since mod is 11 years old.
